The Clark County Department of Aviation has established a Disadvantaged Business Enterprise (DBE) Program and an Airport Concession Disadvantaged Business Enterprise (ACDBE) Program. The programs are designed to promote equal contracting opportunities in construction, professional services, and airport concessions.


📢 Update: Department of Transportation Regulations

On October 3, 2025, the U.S. Department of Transportation (DOT) published an Interim Final Rule (IFR) in the Federal Register modifying the Disadvantaged Business Enterprise (DBE) Program regulations (49 CFR Part 26). The IFR takes effect immediately upon publication. The IFR requires federal grant recipients to pause enforcement of DBE goals in existing contracts supported by federal funds, among other requirements. The IFR prohibits grant recipients from enforcing DBE goals until the applicable Unified Certification Program (UCP) has completed a re-evaluation of all existing certified DBEs pursuant to new criteria established in the IFR. Nevada Transportation Disparity Study

Harry Reid International Airport and the Regional Transportation Commission of Southern Nevada (RTC) commissioned BBC Research & Consulting (BBC) to conduct a disparity study to assess whether small businesses, people of color (POC)-owned businesses, woman-owned businesses, LGBTQ-owned businesses, and veteran-owned businesses face any barriers as part of LAS or RTC's contracting processes.
